DALLAS, July 1 -- Today QuEST Forum published the TL 9000 Quality Management System Measurements Handbook Release 4.5, the latest edition of the global quality standard used by the telecommunications industry.  The new release of the TL 9000 Measurements Handbook has an effective date of December 31, 2010 to ensure adequate time for organizations to complete Delta training and seamlessly upgrade to the new release.

The TL 9000 Quality Management System Measurements Handbook Release 4.5 is a comprehensive guide to measurements processing, usage, responsibilities, and requirements. It defines the minimum set of performance measurements to assess progress and evaluate results of quality management system implementation. It also identifies performance measurements in the key areas of hardware, software, and service quality.

Developed in 1998, TL 9000 is based on ISO 9001 with communication technology specific added requirements.  In addition, it specifies measurements for companies to help evaluate the effectiveness of quality implementation and improvement programs. As a result, TL 9000 is a unique and robust quality management system that provides the communications industry with a consistent set of quality expectations that parallel rapid technology changes and customer expectations.
