I figured it out, Spoiler: it was a bit confusing but after careful evaluation I have deduced that while semos is in space gaining superhuman intellect, ceaser is on earth doing the same thing, when the apes take over earth, the humans only hope is to pack up their greatest things, like the Statue of liberty, and find a new planet, they do this, but then something unexpected happened, the ship semos was on crash landed on the planet, he lead the apes in the take over of the new planet, and so the humans became premative. after traveling through a warm hole the guy from the first movie crash lands on the new planet, and we all know the story. it explains everything from the Statue of liberty being on a decollete planet, to him going back to earth at the end and finding that apes have taken over there as well, but are more developed then the planet he had been on originally.
