Moving tracking from cookies to server based

The cookie new/old topic tracking is being bitchy and a pain in the ass to get the bugs out. In response to this, I'm planning on an overhaul to the session manager to provide support to handle data in general like the PHP session tracker does. This way, I can store a single cookie with your session id and pull up all login information and topic tracking from there.

I still have to work some things out including guest sessions. I have it set to delete guest sessions after 15 minutes of inactivity.
