This is shameless advertising =D I'm pretty big into LiveJournal and am involved with some wonderful communities for art exchanges. An art exchange is a Secret Santa-styled system where you apply for a round (which usually lasts a month) and are given someone to draw for and someone else is assigned to draw you. The goal is basically to challenge you to draw whoever you're chosen to that month and you receive some art in return, which is awesome. These are LiveJournal-based communities, so you'll have to sign up for a journal which is free) in order to participate. They're really fun, in my opinion, so I thought I'd plug a few here for anyone who wants to get in on the action:

I'm certain you could. However, the appeal is typically that artists who create characters often love to see their characters drawn by others. It's kinda like when you commission a picture just for you to look at. I guess it doesn't make too much sense for non-artists XD
Hmm...the only thing I've ever heard of was DeviantArt.com and I barely update that so I don't think I'll be joining any others anytime soon. I wish I could get my art mojo back in gear!
