Another place I go to has this. While it would be a nice feature, I don't think it is really necessary. The big flashing PM thing is quite noticable as is.

The main thing that I get concerned with is the fact that many members miss or do not care about the PMs that get sent. I just want to make sure that people notice a new PM.

If this is added to the site I definitely think that it should be configurable in your user preferences. I agree with Tornado it would be a nice feature but it is not needed. I notice the the flashing graphic when I receive a new PM.
It might be a nice feature for some, but it should not be turned on by default for anyone. Pop-ups on the web are evil. To navigate the web I have a browser. To manage windows I have a window manager. Websites shouldn't try to do either,
Well no real opinion on this issue, though as far as I'm concerned pm's are visible enough and if a person doesn't bother to notice them given everything that exists to that then its really their negligence. Better to leave it cleaner and let those who choose to read pm's read them and those who don't will be affected accordingly, but to make it even more visible seems to be a bit excessive to me.
