First Electronic Tri-Party Client Interest Rate Swap Trade Executed
Reduces Trade Processing Time to Less than Thirty Minutes from Execution to Clearing

markets, today announced the execution of the first ever, fully electronic
tri-party interest rate swap trade, involving client, dealer, clearing member
and clearing house. The transaction was executed on the Tradeweb platform
between MPS Capital Services (the investment banking arm of Banca Monte dei
Paschi di Siena, the oldest bank in the world) and Credit Suisse. The trade
was affirmed by both parties, with Barclays Capital being the clearing
member. The trade was cleared by LCH.Clearnet, with the total transaction
taking less than 30 minutes to complete.
MPS is leading other clients in the adoption of central clearing,
expected to become the industry standard in Europe and in the United States
following pending regulation. The bank recently began backloading $200
billion of interest rate swap trades through LCH.Clearnet, in preparation for
streamlining the execution process. MPS has been executing interest rate
swaps on Tradeweb for more than four years.

CHESTNUT RIDGE, N.Y., Oct. 1 /PRNewswire/ -- LeCroy Corporation, a leading supplier of oscilloscopes, protocol analyzers and serial data test solutions, today announced the launch of a new class of instrument, the SPARQ series of Signal Integrity Network Analyzers. The SPARQ measures 40 GHz S-parameters on up to 4-ports with single button press operation at a small fraction of the cost of traditional methods such as Vector Network Analyzers. With the low price and ease of use of the SPARQ, multi-port S-parameter measurements are now accessible to a much wider audience.
The SPARQ is a time domain instrument, using TDR/T technology along with patented LeCroy innovations to rapidly acquire waveforms and measure the S-parameters of a device under test. The SPARQ measures both frequency and time domain results, and outputs standard Touchstone S-parameter files that are ready to be loaded into the user's simulation software. The unit is small, rugged, PC-based and portable, and includes all of the hardware and software tools required by the signal integrity engineer for characterizing passive devices.
S-Parameters Quick with Built-in Automatic Calibration and De-embedding Features
The SPARQ calibrates using an OSLT calibration kit that is internal to the unit. This allows the calibration and measurement to proceed automatically with a single button click and without any need to connect and disconnect calibration standards. With the SPARQ, the painstaking, lengthy and error-prone calibration procedure is once and for all eliminated. The "E" model SPARQ units include the internal calibration capability standard, and also support manual calibration using an external calibration kit. Setting up the SPARQ is also fast and easy; all configurations for the S-parameter measurements are contained within a single setup screen.
When using the automatic calibration, the SPARQ de-embeds the attached cables, adapters and fixture to return the S-parameters of just the device under test. Users have no need to worry about the location of the reference plane or to employ separate software to assist in the measurement process.
All Signal Integrity Tools Ship Standard with a Familiar Software Interface
A standard SPARQ includes all of the hardware and software tools required for fast and accurate S-parameter measurements with high dynamic range. Users can measure single-ended, differential and mixed-mode S-parameters (both magnitude and phase), and view corresponding time domain results including step response, impulse response, rho and Z normalized to a user-selectable rise time. These features are available at no extra cost to the user. The TDR and TDT waveforms can also be viewed, and the unit includes a very lively TDR/TDT mode of operation for debugging purposes.
The software provided with the SPARQ will be familiar to users of LeCroy's Windows-based oscilloscopes, sharing the same overall look and feel and user-friendly operation. Up to 16 S-parameters result waveforms can be displayed simultaneously, with the ability to zoom, reposition and perform math and measurements on waveforms in a manner similar to leading LeCroy oscilloscopes.

21st Century Communications and Video Accessibility Legislation Passes
AAPD Applauds U.S. Congress for Passing New Accessibility Law for People with Disabilities
WASHINGTON Sept. 29 /PRNewswire-USNewswire/ -- The American Association of People with Disabilities (AAPD) commends the U.S. Congress for passage of the "Twenty-first Century Communications and Video Accessibility Act." On September 28, the bill cleared its final legislative hurdle by passing the House and is expected to go soon to President Obama for signature.

The legislation requires captioned television programs to be captioned also when delivered over the Internet and requires video description on television for people with vision loss. The bill also allocates $10 million per year for communications equipment used by people who are deaf-blind, ensures emergency information is accessible to individuals who are blind or have low vision, requires accessible user interfaces on mobile browsers that connect to the Internet, and requires hearing aid compatibility of 'smart phones,' among several other provisions.
The passage of the "21st Century Communications" legislation is a result of five years of cooperative work by AAPD, other non-profit groups, industry, and government. Led in part by AAPD, the Coalition of Organizations for Accessible Technology (COAT) spearheaded the advocacy surrounding this effort. COAT is an organization with more than 310 member affiliates that promotes full access by people with disabilities to evolving high speed broadband, wireless and other Internet Protocol (IP) technologies. COAT's other co-founding organizations include the National Association of the Deaf, American Council of the Blind, American Foundation for the Blind, and Communication Services for the Deaf.

CHICAGO, Sept. 29 /PRNewswire/ -- ICAP Ocean Tomo, the intellectual property brokerage division of ICAP plc (IAP.L) and the world's premier patent auction firm, is set to auction a patent portfolio of multi-touch user interface IP at its upcoming Fall Auction on November 11th in Napa, California. Owned by Frogpad, Inc., the lot includes two US and three foreign counterparts which have been cited by Samsung, Intel, Microsoft, Nokia, and Research in Motion.
Capitalizing on the estimated $3.6 billion dollar global market for touch screen panels(1), the assets of this lot disclose technology covering a multi-touch user interface and data entry via a keyboard layout for a one-handed keypad which can be downloaded onto a device with a multi-touch screen. The IP may limit other data entry systems on multi-touch applications using more than one touch simultaneously.
As many touch screen enabled devices are limited by their size, the use of a touch screen version of a traditional QWERTY keyboard is considered by many to be inefficient and problematic. The assets of this lot attempt to solve this problem through the use of a multi-touch interface. Consisting of primary and secondary keys, these keys enable full keyboard functionality through four distinct data entry options.
