an additional contribution of almost US$ 3 Billion per year. Furthermore, there is no
impact on tariffs paid by the local subscribers in countries where this measure has been
implemented, insofar as it only applies to the wholesale tariff for calls made from
abroad, mainly from Europe and North America.
Africa's needs in terms of development and infrastructure are considerable in all

AT&T U-verse TV to Deliver Longhorn Network to University of Texas Fans
AT&T and ESPN's Longhorn Network Reach Agreement in Time for Season Opener
DALLAS, Aug. 31, 2012 /PRNewswire/ -- Just in time for Texas football season, ESPN and AT&T U-verse® TV, the fastest growing television provider in the country*, have announced that Longhorn Network will be available to U-verse TV customers in Texas and across the AT&T U-verse footprint. Longhorn Network is the 24/7 channel devoted to University of Texas athletics and academics as well as cultural programming from in and around the greater Austin community.
AT&T U-verse TV customers will have the Longhorn Network in time for kick off against Wyoming on Saturday, Sept. 1, at 7 p.m. central time live from Darrell K. Royal Memorial Stadium. In the long term, any application where bandwidth consumption is critical to the

-What kind of bitrate savings are to be expected with the HEVC standard?
This of course varies according to the resolutions and bitrates in use, but it is
commonly accepted that the finalized HEVC standard will bring bitrate savings somewhat
between 30% and 50% compared to equivalent H.264 encodings.
-Does this make sense for operators to start investing in the HEVC standard?
Eventually, HEVC will be to H.264 what H.264 was to MPEG-2. HEVC will be allowing
premium video delivery at resolutions and places that operators and broadcasters were only
dreaming of before. Most of the delivery pipeline will remain untouched, since HEVC will
make use of agnostic delivery protocols such as MPEG-2 Transport Stream and MPEG-DASH.
-HEVC ecosystems are yet to emerge, how can Allegro DVT live HEVC encoder already be

Concierge Technologies to Buy Out Minority Shareholders in 3rd Eye Cam
SAN FRANCISCO, Aug. 31, 2012 /PRNewswire/ -- Concierge Technologies, Inc. (OTCQB: "CNCG") today announced that an agreement has been reached with the minority shareholders of Wireless Village dba/3(rd) Eye Cam wherein Concierge Technologies will purchase all of the shares it currently does not own in a stock-for-stock transaction.

Superfast Mobile Internet Set to Savage Home Broadband Sales

Is the clock ticking on fixed line broadband providers? A poll carried out by
BroadbandGenie.co.uk indicates that home broadband could be heavily impacted by a mass
defection to high speed 4G mobile broadband when it's introduced later this year.
The poll asked "Would you switch to 4G mobile broadband as a replacement for home
broadband?" More than 1,000 people responded, of which almost 40% said they would drop
their fixed-line service in favour of a fast mobile broadband provider.
17% said they had no plans to use 4G mobile broadband at all, while 45% stated they
would stick with home broadband but also take advantage of the faster mobile speeds of a
4G network.
The results bode well for the future of mobile broadband in the UK. Everything
Everywhere was recently given permission to establish the UK's first 4G network to begin
offering services by the end of 2012 and the spectrum auction for other providers is set
to take place early next year.
"Britain is ready to join the rest of the world in enjoying mobile broadband that's
fast enough to be used as a primary internet service," says Broadband Genie editor Matt
Powell. "3G has served us well but the first commercial networks were established over 10

fixed line services. Mobile networks bidding for a share of the 800MHz band must agree to
supply 98% of the UK with a 4G signal that can be received indoors by 2017. In comparison
recent government targets are 90% fixed line access by 2015, leaving a window of
opportunity for canny network operators.

Western Viewers Fall Behind in the Web-connected TV Revolution

People in markets such as China, Brazil and India better exploit the opportunities
offered by web-connected television, compared to countries such as the UK, US and Germany.
This is according to research carried out across thirteen countries by GfK's consumer
research experts. The study found that western consumers are stuck in an 'analogue'
mindset, whereas viewers in emerging markets are more likely to embrace the digital
capabilities of Connected TV.
GfK research shows that a far higher proportion of Chinese, Korean and Indian
consumers have used the functionalities of Smart TV in the past months, compared to those
in Western markets.

GfK's findings show that 'Social TV' has yet to fully take-off. Globally, just 28% of
viewers said that they found programmes that they can interact with to be more interesting
to watch. And just 25% thought that tweeting and commenting on programmes 'enhances the
viewing experience'.
Viewers in countries such as China, Brazil and India are more motivated by programmes
they can interact with than those in markets such as the UK, US and Germany[1].
Richard Preedy, at GfK, said: "Our findings suggest that broadcasters need to
integrate their social elements far more engagingly into the fabric of the programme, in
order to entice the viewer's interaction."
Across all markets, the ability to connect to the internet is less important than
price, screen size and display technology, when buying a new TV. But the West is more
indifferent than the emerging markets, with only 26% of UK and 29% of US consumers saying
they look out for a net enabled set, compared to 61% in India and 64% in China.

set-top box solution has been selected by three Indian cable operators, Delhi Distribution
Company (DDC), Faction Digital, and New Delhi and Kozhikode Cablecommunicators Ltd.(KCL),
Calicut, to support their move to digital services. Pace has designed its pre-integrated
solution to provide a cost-effective alternative to operators who need a high quality
payTV platform but don't have the time or infrastructure to manage multiple technology
partners or complex systems integration work.
Pace's pre-integrated solution incorporates Pace's Tungsten device software and
Titanium Conditional Access System (CAS) as standard on a Standard Definition (SD) or High
Definition (HD) set-top box. The Indian version of the solution includes a Pace
India-developed user interface (UI) created specifically for local consumer browsing
preferences in terms of colour and design, including a button on the box itself so that
users can operate all functions if their remote control is missing or out of action.
India is currently in the first phase of a government-mandated transition to digital

Deposition (ALD) systems reports excellent deposition results with its new Picoflow(TM)
diffusion enhancer feature. At customer sites in Asia and Europe, ultra-high conformality
and uniformity ALD metal oxide thin films were deposited on extremely challenging high
aspect ratio (HAR) trenches on silicon wafers and complicated microchannel structures on
silicon chip.
The highest aspect ratios of the trenches were 1:300 and even 1:1000. In such deep
structures conventional diffusion is not fast enough to carry the precursors to the bottom

The Journal of Commerce Announces Fall Webcast Series on the Industries Driving U.S. Trade
