Last year, Pandora paid roughly 50 percent of its total revenue in royalties, more than six times the percentage paid by SiriusXM. The Internet Radio Fairness Act of 2012 addresses this discriminatory practice of favoring one form of digital radio over another by extending the common standard to include internet radio.

Wireless devices have become an easy target for new taxes as cash-strapped state and local governments look for new sources of income. As a result, the average wireless consumer pays more than 16% in combined monthly federal, state and local wireless taxes and fees. That's more than double the average sales tax rate for other goods and services.
